DEPUTY DIRECTOR OF ENGINEERING (CONTINUING AIRWORTHINESS MANAGER)

The Nominated Post Holder for maintenance is the Director of Engineering (Continuing Airworthiness Manager – CAM).

The Director of Engineering (DOE) is accountable to the CEO (the Accountable Manager) for ensuring that the Company, as the Operator, complies with all continuing airworthiness requirements, in accordance with M.A. Subpart G, for all aircraft operated under the terms of its Air Operators Certificate (AOC).

The DOE’s nominated deputy is the Deputy Director of Engineering (Continuing Airworthiness Manager – CAM).

DUTIES WHEN SUPPORTING THE DIRECTOR OF ENGINEERING (CONTINUING AIRWORTHINESS MANAGER).

1. Ensuring that the Company’s aircraft maintenance activities comply with all current legislation and with the procedures and standards specified in Company documentation.

2. The management of the Company’s engineering arrangements as an efficient component of the overall business of the Company, with particular regard to aircraft serviceability, availability of aircraft to meet commitments on-time, including liaison with the Director Ground Operations to ensure the efficient day-to-day operation of the Company programme, and proper cost control.

3. The organisation, efficiency, welfare and discipline of all Company engineering personnel.

4. To ensure the competence of all personnel engaged in maintenance by establishing a programme of training and continuation training using internal and external sources, on the job evaluation and instruction and examination and testing as necessary, and to keep a record of all training and experience of maintenance related personnel.

5. Supporting the Companies Quality System and its auditors, during the monitoring of the Continued Airworthiness Management Systems in accordance with the requirements of M.A. 712 (b), carrying out prompt and correct actions to all deficiency reports made, to the procedures contained in the CAME.

6. The amendment and control of the Continuing Airworthiness Management Exposition.

7. The administration of Mandatory Occurrence Reports that have an engineering content.

8. Ensuring that the Company maintains the highest achievable standards of flight safety and efficiency by supporting industry and regulatory initiatives, the prompt closure of audit non-conformances, and the adoption of safety management practices within the Company.

9. That the Certificate of Airworthiness for each aircraft operated by the company remains valid in respect of;

i. The airworthiness of the aircraft,

ii. The expiry date specified on the Certificate, and

iii. Any other condition specified in the Certificate;

10. Reporting any occurrences of a maintenance nature to the Authority and the aircraft manufacturers. This includes both Mandatory Occurrences and occurrences related to maintenance findings that fall outside the Mandatory scheme.

11. Where Rectification Interval Extensions (RIE) permission is granted, the responsible for the authorisation of RIE’s in accordance with the procedures given in Section 8 and subsequent notification to the TM-CAD.

12. Company pilots are duly trained and authorised to issue Certificates of Release to Service, where necessary and appropriate, by the Part-145 Approved Organisation.

Arrange for the initial training of, monitor the validity and arrange for continuation training when required.

13. Recommending to the DOE areas of improvement in the Company’s Engineering Unit, either mandatory or desirable and advising on appropriate methods of implementing such improvement.

14. After receipt of notification of findings according to M.B.705, the DOE shall define a corrective action plan and demonstrate corrective action to the satisfaction of the competent authority within a period agreed with this authority.

15. Carrying out such other projects as may from time to time be assigned by the DOE.

RESPONSIBILITIES

1. The assessment, selection and continuing liaison with any sub-contracted Part-145 Approved Organisations, or any other supplier of services or products, in order to plan maintenance input schedules, rectification of all defects, monitor all acceptable deferred defects (ADDs) being carried on Company aircraft and any other matters affecting the airworthiness of aircraft operated by the Company;

2. Establishment and development of maintenance programmes, including the M.A Sub-part C Maintenance Programme(s), required by M.A. 302 (a) and Appendix 1 to M.A.302; and analysis of the effectiveness of the Maintenance Programmes as required by M.A 302 (a);

3. The relationship with the maintenance contractor(s) and establishment of the Maintenance Contract required by M.A. 708 (c), as required;

4. The approval, by TM-CAD, of the Company Technical Log, required by M.A. 306, including any subsequent amendment thereto;

5. Monitor all variations that have been granted to the scheduled maintenance programme;

6. Ensuring that aircraft technical records are kept as required by M.A. 305;

7. Work planning and follow up;

8. Technical follow up;

9 Modifications and repairs are carried out to an approved standard;

10. Airworthiness Directive review and embodiment;

11. Non mandatory modification embodiment policy;

12. Assume duties and responsibility of the DOE in his absents as per CAME 0.3.6.2

The resulting advert will need to specify preference being given to a person with Airbus A340 experience and any other specifications / experience you recommend.

Ideal candidate’s profile:

  • Proven experience in a supervisory role within aviation engineering.
  • B1 (engineering license) or Engineering degree would be an advantage.
  • Knowledge of Airbus 340 aircraft would be preferred.
  • Minimum 5 years of experience covering line and base maintenance in an EASA CAMO Organisation
  • Experience in maintenance operations environment would be an advantage.
  • Experience reviewing AD’s and SB’s.
  • Good knowledge of both Part 145 regulations, Part 21 and Airline EASA Part M requirements.
  • Knowledge of Quality Systems and SMS.
  • Able to communicate clearly to both suppliers and customers.
  • Excellent verbal and written communication skills. High Level Numeracy skills. Excellent IT skills.
  • Able to relocate permanently to Malta.
  • Ability to hold an airside pass.
